There are more commonfolk than nobles, but the structure of society has it so that nobility hosts the vast majority of power. Every district in Itehari is overseen by a noble with the except of the red light district, where a special delegate is appointed.

It is. [ he won't deny it. they struggle a lot specifically because of who they are and the work they do ] But previous delegates would just line their pockets with money like assholes and not do any work.
